Annual Governance and Accountability Return AGAR, at 31 March 2025

The Annual Governance and Accountability Return (AGAR) is a key document that all smaller local councils in England, including town and parish councils, must complete each year. It provides a formal summary of the council’s financial activities and governance arrangements for the financial year ending 31 March.

The AGAR is made up of several parts: the Annual Governance Statement, which confirms that the council has followed proper practices; the Accounting Statement, which summarises income, expenditure, assets, and any liabilities; and the Internal Audit Report, completed by an independent auditor to assess internal controls which the Town Council appoints annually.

The purpose of the AGAR is to ensure transparency, accountability, and public confidence in how councils manage public money. Once completed, by no later than 30 June annually, the AGAR and the supporting documents required are submitted to a UK Government appointed external auditor who assesses the responses of each council and carries out what is called a Limited Assurance Review. If the External Auditor raises any questions, each Council is required to respond with more information, and/or to correct the financial breakdown they originally submitted. Once each Review is completed, the External Auditor issues a Report and Conclusion of the Audit. On receipt, and ny 30 September annually, this also has to be made public on each Council’s website.

Once each Council has finalised the AGAR, the documents submitted for External Audit are required to be displayed for a six week period for public inspection. The designated six week period to publish this information must include the first two weeks in July as a national requirement of all local councils. Due to the amount of information per year that the Town Council publishes, each year-end AGAR is attached as a separate document for clarity.

The AGAR helps to demonstrate that the council is well run, financially sound, and acting in the best interests of the community. The supporting papers as required by the External Auditor help to explain the Town Council’s most recent financial year and compares these figures with the previous financial year, for any significant change to be explained.

The annual Community Infrastructure Levy (CIL) Report is required by Chorley Council, as the principle or District Council and the Local Planning Authority. It is Chorley Council that awards CIL monies reflecting development in progress in the Town Council’s area collected from individual planning applications during construction on site. This money has to be spent to improve the infrastructure of Adlington to mitigate the impact of new development for the betterment of the Adlington community. Once awarded, the Town Council has up to 5 years in which to consider suitable ways to spend this money. It can also be used as a contribution towards appropriate projects that either Chorley Council or Lancashire County Council wish to deliver with the Town Council’s agreement.

Keeping the community informed…
Adlington Town Council has four noticeboards located around the village and we use them to help make you aware of local news, useful information and community events.
We also use them to share details of Town Council meetings and also to advertise any Town Council vacancies.
We update them as much as possible, so please keep an eye on them, as well as our Facebook page.

Adlington Youth Group Volunteers needed

If you have spare time and want to take on a voluntary role within a worthwhile local intitiative, please consider helping out at Adlington Youth Group. The committee are holding a meeting at Adlington Library on Saturday 11th April 10am-12.

Our Adlington in Focus galleries celebrate the people, places, history, and community spirit that make Adlington special. From historic photographs and local landmarks to community events, sports clubs, schools, and everyday moments, each gallery helps tell the story of the town ,past and present.

Many of the images featured throughout the website have been kindly contributed by residents and local organisations. These photographs create an important visual archive for future generations while helping residents reconnect with familiar faces, places, and memories.

We are always looking for more photographs to help expand the collection and showcase all aspects of life in Adlington. Contributions are welcome from residents, community groups, schools, businesses, clubs, and anyone with a connection to the town.

Chorley Council – HMO Article 4 Direction Notice

Chorley Council resolved on 23rd September 2025 to introduce an immediate Article 4 direction to remove the permitted
development rights to materially change the use of a building and any land within its curtilage from a use falling within
Class C3 (dwellinghouse) to a use falling within Class C4 (Houses in Multiple Occupation) across the borough of Chorley.

A public consultation on the immediate Article 4 direction followed this resolution from 24th
September 2025 to 16th October

The representations to this public consultation were assessed and addressed by the Council, and it was therefore
deemed appropriate for the Council to progress with the confirmation process.
The immediate Article 4 Direction was confirmed by an Executive Member’s decision on 24th February 2026, following a
recommendation from Council on 27th January 2026.
The confirmation of this Article 4 direction will allow better regulation and monitoring of HMOs, as HMOs will be identified
for mandatory licensing and routine monitoring, and conditions can be attached to planning permissions. It will improve the
Council’s ability to ensure the management standards of HMOs are maintained.
An Article 4 direction is not an automatic ban on new HMOs. The Article 4 direction does not prevent the conversion of
dwellings to HMOs, as planning permission may still be granted for such conversions, where they are appropriate, and can
still provide a valuable role in meeting housing needs.
Without an Article 4 direction, any future policy in the Central Lancashire Local Plan or a future Supplementary Planning
Document or equivalent, which has a policy on conversion of dwelling houses to HMOs would not apply to conversions for
six or fewer residents as these would have permitted development rights.
The direction applies to the administrative area of Chorley Council. A copy of the direction including the map defining the
